Justin Barkowski - Vice President, Regulatory Affairs, AAAE

Justin Barkowski is Vice President, Regulatory Affairs for the American Association of Airport Executives. In his role, Justin oversees and manages regulatory affairs for the organization, representing and advocating for AAAE’s members before the U.S. Department of Transportation (DOT), Federal Aviation Administration (DOT), Environmental Protection Agency (EPA), and other agencies that regulate U.S. airports. Recently, Justin has primarily focused on the ongoing implementation of the Bipartisan Infrastructure Law and managed the organization’s response to the federal government’s ongoing effort to address concerns over the use of PFAS chemicals at airports. Justin also covers a wide range of other policy issues affecting the airport industry, including FAA-administered grant funding programs, infrastructure development, operational and safety issues under Part 139, the safe integration of emerging entrants into the National Airspace System (NAS), and environmental challenges such as addressing aviation emissions.

Gary Mascaro, CM, CAE - AAAE GA Committee Chair

Gary has over 25 years in the aviation industry.  He currently serves as the Aviation Director for Scottsdale Airport, which he has held since February 2010.  His responsibilities include the overall operation and development of the airport and the surrounding aviation community in Scottsdale. Prior to his current position, Gary served as the Airport Manager at Phoenix Deer Valley Airport for five (5) years and his first stint with the City of Scottsdale was as the Assistant Aviation Director for Scottsdale Airport for eight (8) years.

Gary received his Bachelor of Science degree in Airway Science Management from Arizona State University.  He is also a Certified Member of the American Association of Airport Executives and a Certificated Airport Executive of the Southwest Chapter of AAAE (SWAAAE). Gary is a past president of the Arizona Airports Association and past president of SWAAAE.

He was the recipient of the 2003 and 2007 Presidents Award and in 2012 the Airport Executive of the Year for his service and dedication to the Arizona Airports Association.  In 2008, Gary was one of the participants that received the 2008 FAA Herman C. Bliss award for his leadership and contribution to development of the Best Practices Guide. Gary is very active in the aviation industry and serves on several local, regional, and national boards and committees in Chair of the AAAE General Aviation Airports Committee.
