HDR Texas Aviation Leader

An Aviation professional Jose Enriquez, P.E., joined HDR in October 2021 as the Texas aviation lead and vice president. He utilizes his extensive knowledge and experience with program delivery to work directly with clients and provide leadership across the state. Jose’s has more than two decades of experience in transportation, specializing in aviation, program management and alternative delivery.  Career highlights include serving as the IDES Project Manager delivering program management services for a $2 billion Capital Improvement Plan at Houston Airport System and Serving as the Program Manager for a $866 Million, 7-mile stretch of light rail, at the Metropolitan Transit Authority of Harris County.  He has worked on projects at airports across the state of Texas, including Austin Bergstrom Internation Airport, Dallas/Fort Worth International, George Bush Intercontinental, Hobby Airport, Ellington Airport/Houston Spaceport, San Antonio International Airport, and others. Based in Houston, Jose has more than two decades of experience working for both public agencies and private firms, providing him with valuable owner insight, leadership, and technical expertise. Jose understands the importance of building meaningful Airport Partnerships and enjoys working with delivery teams to transform client vision into reality.

Igor Cosic
Houston Airport (Parsons) Project Controls Manager

An Aviation professional Igor Cosic, M.Sc. Civil Engineer joined HAS in March 2019 as a Senior Project Controls Manager, under the stuff extension contract with PARSONS corporation. Igor’s current role is the managing consultant of Project Controls – Houston Airport System (HAS) Infrastructure. For 24 years Igor’s continued success is distributed across varying roles in construction, supervision, project controls, process analysis and program management. During his professional career he has managed project execution as construction contractor, as well as an owner’s representative providing support as the engineer of record and the program controls SME. His diverse portfolio includes heavy industrial construction projects, critical infrastructure, as well as a combination of commercial and residential developments. Since 2012 he has retained a vital role exclusively in airport development programs spanning across three countries including Abu Dhabi Midfield Terminal ($5B), Mexico City Texcoco Airport ($15B) and HAS Infrastructure Capital Improvement Program ($2.7B). In his current role, Igor is helming the development of an all-encompassing program controls enterprise system focusing on centralization, streamlining and analysis of project information from all corners of the HAS Infrastructure Division providing stakeholders and project management professionals tools needed to monitor the health and progress of their program, highlight potential risks, and allow them to make fully informed decisions about the future of their projects.

Barry Gardebled
Houston Airport (Turner & Townsend) Project Director

Garry Gardebled is a Project Director with Turner & Townsend. He holds a Bachelor of Art & Architecture from Louisiana Tech University, an Executive Master of Business Administration from Queens University of Charlotte, as well as a Certificate in Project Leadership from Cornell University. Barry is a Program Management Executive that has worked within the Program Management, Project Management and Construction Management arena for over 25 years. His experience has been both domestic and international, covering multi office locations with projects dispersed over large geographic areas. Program sizes have ranged from $300M to over several billion, within numerous facility verticals, such as Aviation, Data Centers, Education, Governmental, Healthcare, Hospitality, Telecommunications, Water Diversion, as well as Homeland Security and Critical Infrastructure. Each of these verticals has allowed Barry to view projects and the delivery process from a different perspective resulting in an ability and technical expertise that brings information from each of these industries into consideration to develop creative solutions to problems arising during the delivery process. Time spent within these industries and the analyzation of data contained within various Project Controls systems, allows Barry to better understand trends and highlight potential conflicts.

Tammy Huddleston
DFW International Airport VP of Design, Code & Construction

Tammy Huddleston provides key leadership and oversight in the management and administration of the design and construction of facilities at DFW Airport. In addition, Tammy is responsible for the issuance of building permits, enforcement of the DFW building code and supervision of the procurement of professional services and construction services. Tammy began her career at DFW in 2000, serving as project manager in the Asset Management department. She has managed projects from the planning stages through the design, commissioning, bidding and construction phases. She advanced through the organization and prior to taking on the role as the VP of Design, Code & Construction, Tammy was the VP of Energy, Transportation and Asset Management or ETAM. Tammy holds a Bachelor of Science in Electrical Engineering from Texas A&M University. Her greatest strengths include the ability to create partnerships with stakeholders and contractors to achieve goals and inspire and empower employees to achieve excellence.
